It is a two-part system: a transmitter that plugs into an outlet (or adapter), and a receiver you use at the breaker/fuse panel to trace which breaker corresponds to the outlet/circuit. cdn1.npcdn.net+1

Main purpose: quickly identify which breaker in the panel is associated with a particular outlet or load without having to shut down the entire supply. Good for maintenance, troubleshooting.
